The city of El Cajon, which is located in southern San Diego County, plans to fix up and sell a six-tenant commercial building to recoup its costs from a failed partnership with the Heartland Foundation, according to the San Diego Union-Tribune. The City Council voted to foreclose on the building at 1068 Broadway two years ago. The building has since been deemed surplus property.

In 1999, the city of El Cajon had entered into a partnership with Heartland to buy and revamp the building so that Heartland could offer programs including job training there. However, Heartland failed to make payments on the loan.
